PASSPORT APPLICATIONS TO BE FILLED ONLINE WITH EFFECT FROM 22.05.2017


Application form is to be filled online first. Form is available at www.passport.gov.in/nri/ ; named ONLINE REGISTRATION FORM.

Please select the Mission as Sweden-Stockholm and select the appropriate service. For example;

  1. FRESH PASSPORT for new born children in Sweden
  2. RE-ISSUE OF PASSPORT in case of normal re-issue of the expiring passport
  3. NEW PASSPORT IN LIEU OF LOST/DAMAGED PASSPORT when the passport is lost or gets damaged
  4. PASSPORT FOR CHILDREN UPTO 15 YEARS OF AGE for minor children

The applicant will not be able to upload the photographs and signature by himself/herself. To minimize the errors in the same, it would be taken care of by the Embassy.

After completing the registration, one PDF file (of 3 pages) is generated. Take a print out, sign in required columns and paste the photograph of specified size in the space provided. The applicant needs to fill the remaining form by hand. Please write NA in the fields which are not relevant.

Important Instructions:

  1. Basic requirements (supporting documents etc.) along with the passport application should be noticed below in checklist for respective categories and submitted along with the print out of application form. The print out of Online Registration Form alone would not be accepted. 
  2. Two photographs are needed with the application form; out of which one should be pasted on the form (space is provided for the same)
  3. Signature and thumb impressions should be confined to the prescribed box. In case a child who cannot sign, his/her thumb impression must be provided. (Left Thumb for male and right thumb for female minor applicant). 
  4. The photograph & signature/thumb impressions would be uploaded by the Embassy and not the applicant. 
  5. All the particulars (Name, Address, Parents’ names, DOB, POB, Date of issue, Date of expiry, File No. etc.) should exactly be filled as it is in the current passport. If any change/deviation in the particulars is required by the applicant, kindly submit a proof for the same along with your application. 
  6. The signature on the application form should exactly match with the one on current passport unless changed in India with banks etc. following proper procedure. Applications found with difference in Signature on application form from that on the current passport might need to be filled again. 
  7. Please do not use any special/Swedish characters while filling the online form; these could lead to errors during the processing of your application. 
  8. It is recommended to note down the File registration number/temporary application number for future use. 
  9. Please check the photo specifications below in the end of the page on our website before you paste the photographs and follow them strictly. Photographs which do not match the specifications can be rejected. 
  10. In case, the visa is under renewal, please provide a copy of Mottagningskvitto, issued from Migrationsverket (stating that your application for visa extension has been received) along with a letter from your employer having your work details/deputation letter/offer letter. The email confirmation from Migrationsverket alone won’t suffice. 
  11. In case of minors having visa under renewal or parents of new born children with expired visa, the Mottagningskvitto and letter from employer of either of the parents should be submitted.
  12. Please do not fold or staple the documents, even if sending through post.
  13. A self-addressed stamped REK (rekomenderat/registered) envelope is required for return of documents unless the documents are to be collected in person. 
  14. Always mention your contact telephone number/email address on your application. Incomplete applications which do not meet the specifications will not be processed. 
  15. The photocopies wherever required, should be submitted by the applicant whether applying in person or through post. Submitting the original documents and not the copies will be considered as an incomplete application. 
  16. A passport expired more than six months back should be supported by a Self-Affidavit/undertaking explaining the circumstances and spelling out the reasons for late submission. 
  17. Time Frame for the service is up to 4 weeks from the date of submission of application, provided all the conditions are met and the documents are complete. Cases where pre-police verification is required, or other complex cases, may take longer. 
  18. The applicants who applied in person at the Embassy need to bring their old passport for cancellation once the new one is ready. They will be notified through an email. There is no online tracking system unfortunately. Please book an appointment for collection of passports. 
  19. Please note that if the supporting documents provided are not satisfactory, the applicant will be asked to provide more documentary evidences. 
  20. The applicant needs to provide a copy of his/her Co-ordination number (Samordnings nummer), issued from Skatteverket (Swedish tax agency) in case they don’t have a Person number and Personbevis yet. 
  21. In case of change of address from the one in current passport, please provide either an Aadhar card OR two different address proofs with the new address (Voter ID card, driving license, passbook copy of nationalized banks, utility bills on your name etc.) Out of the two proofs provided, one should to be a photo ID proof.
    In case the applicant wants Swedish address to be written on the passport, it would be taken from the Personbevis. 
  22. In the column given for payment you may ignore $ and E and write SEK itself. Mode of payment will be BG (Bank Giro). 
  23. The minor applicants must provide a specimen thumb print on page 1 of Online Registration form, the column provided adjacent to box for photograph.
  24. In point no. 3(a) Please mention the address you want to be written on the passport. In point 3(b), the other address would be applicant’s current address in Sweden.
    If you provide Swedish address as your permanent address to be written on passport; the other address under 3(b) will be your Indian address. 
  25. In point no. 13, No documentary evidence is needed for ECNR. 
  26. In point no.28 the declaration needs to be signed by both the parents in case of minor applicants. 
  27. In point no. 29 two more specimen signature or thumb impressions needs to be provided by the applicant.  
  28. At the time of collection of passports, it is suggested that the person passport belongs to; collects it for himself/herself. In case of extreme emergency close family members can collect the passport along with an authority letter from the applicant and a photo ID proof of the individual collecting it. 
  29. It is not obligatory to bring new born/minors at the time of submission of applications OR collection of passports. Either of the parents can come and get the service required for their children. Parents are requested to carry their photo ID proof while visiting on behalf of children. Please do not forget to take thumb impressions of your child at required places in case you are not bringing him/her to the Embassy. 
  30. The date and time for the appointment needs to be booked separately on www.indianembassy.se and would not be printed on the application form itself. 
  31. Please do not bring/post any extra photographs/documents other than the required ones. 
  32. It is an offence under the Passport Act, 1967 to furnish any false information or to suppress any material information with a view to obtain passport or any other travel document. 

It is to be noted that Indian Passports are not printed in the Embassy and issued to the individuals from its office in Stockholm. Indian Passports are prepared and printed by the authorities in India and sent to us for onward dispatch to their rightful owners. The process starts with the applicant depositing completely filled in Indian Passport Application along with all the necessary documents; the case is then referred to authorities in India. If everything is found fit by them, the passport is printed and sent to the Embassy for dispatch. Applicants have to be careful about giving proper information in the application form, depositing necessary documents including photocopies wherever necessary and provide appropriate color photographs. Instances have been there, where authorities inform us about rejection of photographs resulting in Embassy asking for fresh photographs of the applicants thereby delaying in printing of new Indian Passports in India.

There are two methods of applying for an Indian Passport:

  • Deposit the print out of online registered application form and other required documents in person at the Embassy. 
  • Send the print out of online registered application form and documents by post to the Embassy. A self -addressed stamped REK envelope of appropriate size if you want the passport to be posted back to you. Applicants living in Latvia may attach 11 International Reply Coupons to their self addressed envelopes.

RE-ISSUE OF PASSPORTS:

Eligibility 

An Indian Passport holder is eligible to get a new passport when his/her current Indian Passport expires. The earliest an Indian national can apply for a new ten-year Indian Passport is a year before the expiry of his/her present passport. The fresh Indian Passport that is provided to the applicant is with the validity of ten years starting from the Passport's date of issue in India.

To put it clearly, if an Indian Passport holder has his/her passport expiring on December 31, 2010, application for a new Indian Passport can be deposited with the Embassy on any working day as per the timings between January 1, 2010 and December 31, 2010.Please note that Government of India has stopped the practice of issuing Additional Booklets on existing Indian Passports. Hence, in case of either the pages of the existing passport have been used up or in case of completion of validity of the passport; the applicant is required to apply for a new Indian Passport only, as per the required process.

Check list for the documents required:

  • Print out of duly filled online Indian Passport Application Form which can be done at passport.gov.in/nri (Please select the service RE-ISSUE OF PASSPORT or PASSPORT FOR CHILDREN UPTO 15 YEARS OF AGE for minor children)
  • Two passport-size recent color photographs.
  • Current passport in both original and copies of front and back page
  • Latest Personbevis issued by Skatteverket (i.e. the Extract of Population Register issued by Swedish Tax Authority)
  • Visa copy, both front and back side / Copy of Residence Permit
  • Following a marriage, the certificate of marriage may be attached duly attested by the state government along with a photocopy of the spouse's passport. If issued in Sweden/Latvia, the marriage certificate should be duly notarized.
  • Following a divorce, if the applicant wants to remove the spouse name on his/her passport, court orders of divorce may be attached. The divorce decree if issued in Sweden/Latvia should be duly notarized.
  • An affidavit in case of minors (under the age of 18) named Declaration by Parents for an Indian Passport to a Minor Applicant (can be found on the Application Forms) ( Form no.3)
  • A self -addressed stamped REK envelope of appropriate size if you want the passport to be posted back to you. Applicants living in Latvia may attach 11 International Reply Coupons to their self addressed envelopes.
  • An undertaking (explanation) by the applicant if the passport is still valid but the visa pages have exhausted.
  • Proof of bank-giro payment of SEK 637/- (for 36-page passport application) or SEK 844/- (for 60-page passport application), SEK 430/- in case of minor applicants (for 36-page passport application only)  [All Inclusive of ICWF Fees SEK 15/-] Bank Giro No. 5816-4930]

Processing Time

All the passports are being printed in India; it will take about 4 weeks for issue of a printed passport, if everything is found to be fine with the application form, photo, etc., by the authorities in India. In case a reference is to be made to the original Passport Issuing Authority, it might take longer time.

ISSUE OF DUPLICATE PASSPORT/ TRAVEL DOCUMENTS:

Issue of a duplicate passport/travel document, in case the passport is LOST, STOLEN OR DAMAGED;

If an Indian national who is legally resident in Sweden/Latvia has either lost, damaged his/her Indian Passport or the passport has been stolen, he/she is required to approach the Embassy of India, Stockholm to get a duplicate passport. A duplicate passport, just like a new passport, is valid for travel to all countries and is valid for ten years.

Check list for the documents required for Lost/Damaged passport:

  • Print out of duly filled online Indian Passport Application Form which can be done at passport.gov.in/nri. (Please select the service NEW PASSPORT IN LIEU OF LOST/DAMAGED PASSPORT).
  • Two passport-size recent color photographs
  • Photocopy of the lost/stolen/damaged Indian passport
  • Copy of Residence Permit/Work permit for Sweden
  • Police Complaint Report in case of loss or theft
  • A statement by the applicant explaining circumstances in which passport was lost/stolen/damaged
  • Introduction letter/Deputation letter from the employer
  • Affidavit signed by applicant stating that he/she has neither acquired nor applied for any other country's nationality/citizenship (can be found on Application Forms) (Form no.2)
  • Following a marriage, the certificate of marriage may be attached duly attested by the state government along with a photocopy of the spouse's passport. If issued in Sweden/Latvia, the marriage certificate should be duly notarized.
  • Following a divorce, if the applicant wants to remove the spouse name on his/her passport, court orders of divorce may be attached. The divorce decree if issued in Sweden/Latvia should be duly notarized.
  • Proof of bank-giro payment of SEK 1259/- (for 36-page passport) or SEK 1466/- (for 60-page passport) or SEK 139/- for an Emergency Certificate [All Inclusive of ICWF Fees SEK 15/-] Bank Giro No. 5816-4930
  • Latest Personbevis issued by Skatteverket (i.e. the Extract of Population Register issued by Swedish Tax Authority)
  • A self addressed stamped REK envelope (self addressed envelope with 11 International Reply Coupons in case of applicants living in Latvia) of appropriate size if you want the passport to be sent back to you by post.

In the normal circumstances when a temporary visitor loses Indian Passport, an Emergency Certificate is issued to him/her which is valid for return to India and costs SEK 139/-. Emergency Certificate issued to an Indian national by the Embassy does not validate travel to any other country. The applicant needs to visit the Embassy for an Emergency certificate to be issued to him/her.

In case of extreme emergencies, a Short Validity Passport is issued to the Indian nationals under the following circumstances:

  • In case of loss of passport during a temporary visit to Sweden/Latvia when the person has a Residence card of some other country

A Short Validity Passport is issued for a period of six months only in the cases when the Embassy finds it necessary to issue such Short Validity Passports.

Applicants may please note that such Short Validity Passports cannot be renewed. Applicants are required to apply for a ten year validity Indian passport with the Embassy by paying the normal passport fee of SEK 637/- and submitted necessary documents along with the application form.

  • Processing time

Processing time to get a duplicate passport is the same as that of RE-ISSUE OF PASSPORTS.

PASSPORTS FOR CHILDREN BORN IN SWEDEN:

Indian nationals please note that children's names cannot be entered in his/her parent's passport any more. Please apply for a fresh passport for the child. 

To obtain an Indian Passport for a new-born child, it is essential to first register the child at http://indiancitizenshiponline.nic.in for obtaining the Indian nationality, within one year of the birth of child. In order to get a child registered as an Indian national, at least one of the child's parents has to be an Indian citizen. In case, parents are applying for registration of birth of their child and applying for a Birth Certificate, this application is to be clubbed together with the application for Indian Passport for the new-born child.

Important, Please Note: 

If the parents of the child fail to do the registration of the child as an Indian citizen within one year of child's birth, process to obtain an Indian nationality/passport is subject to different procedure. 

The Embassy needs to refer the matter to the authorities in India to get clearance as to whether the Embassy can issue the Birth Registration/Certificate to the child and the application for child's Indian Passport can only be processed further when the child has got an Indian nationality Certificate from the Embassy.

  • Print out of duly filled online Indian Passport Application Form which can be done at passport.gov.in/nri (Please select the service FRESH PASSPORT).
  • Copy of application form for Registration of Birth of Child, duly registered at http://indiancitizenshiponline.nic.in under the category "Registration of birth of a minor child at an Indian Consulate under section 4(1) of the citizenship act, 1955"
  • Declaration by Parents for an Indian Passport to a Minor Applicant. (this can be found on the Application Forms) ( Form no.3)
  • Two passport-size recent photographs
  • Photocopy of both the parents passport. (front and last page)  
  • Visa copy, both front and back side / Copy of Residence Permit for both the parents
  • Hospital Discharge Certificate (Please use first two pages of the Förlossningsjournal, in case you aren’t given a discharge certificate)
  • Marriage Certificate issued by the Registrar of marriages if the name of spouse is not entered in parents passport
  • Personbevis/Familjbevis issued by Skatteverket giving the name of the child and both his parents (or the Extract of Population Register issued by Swedish Tax Authority)
  • A self -addressed stamped REK envelope- if you want the passport to be posted back to you (Applicants living in Latvia may send self addressed envelope with 11 International Reply Coupons).
  • Proof of bank-giro payment of SEK 850/- (SEK 835/- includes three components: SEK 210/- for registering child's birth with the Embassy, SEK 210/- for issue of a Birth Certificate and SEK 415/- for issue of an Indian Passport to the child) [Inclusive of ICWF Fees SEK 15/-]

CHANGE OF NAME FOLLOWING A MARRIAGE (SURNAME/MIDDLE NAME) OF INDIAN WOMEN IN THEIR PASSPORTS

Upon marriage, if the Indian women citizens wish to change their names (change of given name or change/addition of surname), they can do so by following a procedure of submitting the following documents with the Embassy:

  1. Duly filled in Miscellaneous Services Application Form.
  2. Print out of duly filled online Indian Passport Application Form which can be done at passport.gov.in/nri (Please select the service RE-ISSUE OF PASSPORT).
  3. Two passport-size recent color photographs
  4. Current passport in both original and copies of front and back page
  5. Visa copy, both front and back side / Copy of Residence Permit
  6. Marriage certificate issued by Registrar of Marriages (it must be attested by the Home Department of concerned State Government and then by the Consular Division in the Ministry of External Affairs in New Delhi). If issued in Sweden, the marriage certificate should be duly notarized.
  7. A joint affidavit signed by both husband and wife along with a joint photograph, to be attested by the Embassy.   8. Latest Personbevis issued by Skatteverket (i.e. the Extract of Population Register issued by Swedish Tax Authority)

KINDLY NOTE THAT THE CHANGE OF NAME AFTER MARRIAGE AS PER THE ABOVE-MENTIONED PROCEDURE IS ALLOWED TO A FEMALE INDIAN APPLICANT ONLY.  TO CHANGE THEIR NAMES, INDIAN MALE APPLICANTS IN ALL CASES AND INDIAN FEMALE APPLICANTS IN CASES OTHER THAN MARRAIGE ARE REQUIRED TO FOLLOW THE PROCEDURE AS MENTIONED BELOW.

CHANGE OF NAME IN THE PASSPORT (NORMAL PROCEDURE)

The applicant (both male and female) should submit:

  • Duly filled in Miscellaneous Services Application Form
  • Print out of duly filled online Indian Passport Application Form which can be done at passport.gov.in/nri (Please select the service RE-ISSUE OF PASSPORT).
  • Two passport-size recent color photographs
  • Current passport in both original and copies of front and back page
  • Visa copy, both front and back side / Copy of Residence Permit
  • Original newspaper announcement announcing change of name, published in two leading daily newspapers. One newspaper should be of area of applicant's permanent address in India and the other of the area of his present address in Sweden. Publishing should be in English.
  • Affidavit in prescribed format signed in presence of Consular Officer which can be found under Application forms.
  • Latest Personbevis issued by Skatteverket (i.e. the Extract of Population Register issued by Swedish Tax Authority)
  • A self -addressed stamped REK envelope- if you want the passport to be posted back to you (Applicants living in Latvia may send self addressed envelope with 11 International Reply Coupons)
  • Proof of bank-giro payment of SEK 637/- (for 36-page passport application) or SEK 844/- (for 60-page passport application) [Inclusive of ICWF Fees SEK 15/-]

CHANGE IN APPEARANCE

If the appearance of an applicant has changed significantly since the issue of his/her last passport, an Indian national can apply for a fresh passport with a recent photograph.

The following documents are required to be submitted:

  • Duly filled in Miscellaneous Services Application Form
  • Print out of duly filled online Indian Passport Application Form which can be done at passport.gov.in/nri (Please select the service RE-ISSUE OF PASSPORT).
  • Two passport-size recent color photographs
  • Current passport in both original and copies of front and back page
  • Visa copy, both front and back side / Copy of Residence Permit
  • A letter/explanatory note on plain paper explaining the circumstances and reason for the service being requested.
  • Personbevis issued by Skatteverket (i.e. the Extract of the Population Register issued by the Swedish Tax Authority)
  • A self -addressed stamped REK envelope- if you want the passport to be posted back to you (Applicants living in Latvia may send self addressed envelope with 11 International Reply Coupons)
  • Proof of bank-giro payment of SEK 637/- (for 36-page passport application) or SEK 844/- (for 60-page passport application) [Inclusive of ICWF Fees SEK 15/-]

PLEASE NOTE:

In case the change in Appearance (due to religious purpose etc.) Change of Name, Change of surname and Change in Signature; the applicant, along with the complete passport application, needs to submit:

  • Duly filled in Miscellaneous (Attestation) Services Application Form (found under Application forms –Other forms and affidavits – Form No. 1)
  • Respective Affidavits (found under Application forms)
  • Copy of Indian passport (front and back page)
  • Copy of Visa (front and back side)
  • Payment proof of SEK 120/-

PHOTO SPECIFICATIONS FOR PASSPORT

  • The photograph should be in color and of the size of 2 inch x 2 inch (51mmx51mm).
  • The background should be a plain white or off-white.
  • The photo-print should be clear and with a continuous-tone quality.
  • It should have full face, front-view, eyes open.
  • Photo should present full head from top of hair to bottom of chin. Center head with in frame.
  • Photo should be taken within the last 6 months to reflect your current appearance.
  • There should not be any distracting shadows on the face or on the background.
  • Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown.
  • The expression on the face should look natural and neutral.
  • Non-tinted prescription glasses are allowed as long as your eyes are clearly visible.

 

RENUNCIATION OF INDIAN CITIZENSHIP

As per the citizenship rules 2009 of Government of India, Indian nationals living abroad who intend to acquire a foreign citizenship are required to renounce their Indian citizenship. Since the Government of India does not permit dual nationality to Indian citizens. This requirement is necessary to process applications for OCI cards by persons of Indian origin who have acquired citizenship of another country.

Documents required:

  • 2 duly filled Application forms for Renunciation (Kindly refer to the Specimen copy for guidance on how to fill the form)
  • One colored photograph against light background
  • Indian passport in original
  • Copy of Indian passport
  • Copy of Swedish passport
  • Certificate of Registration/Naturalization of foreign nationality (i.e. the copy of letter from Swedish authorities stating that you have been offered Swedish citizenship.

The process/queries related to renunciation would be taken care of by OCI section. The OCI application will only be accepted once the Indian passport is renounced/cancelled. Both the applications (Renunciation & OCI) cannot be accepted at the same time.

The process to renounce one's Indian nationality is to simply deposit personally or send the required by post. In case of wishing this service by post, a return envelope with address and postage stamps may also be sent to the Embassy. The Embassy on its part will cancel appropriate pages and return the passport to the individual. Pages containing valid visas will not be cancelled. Form for renunciation of Indian citizenship can be found under Application forms.

All the applicants have to pay an amount of SEK 1642/- (Renunciation SEK 1420/- and Surrender Certificate 222/- (inclusive of ICWF Fees SEK 15/-)

Please note that:

  • After renunciation, you will be given back one out of the two forms you submitted.
  • Your cancelled passport will also be returned to you.
  • A person (including minor) is liable to be penalized as per the provisions of Passport Act 1967, if after acquisition of foreign nationality, he/she retains the Indian passport beyond three years or travels on it beyond the grace period of three months.
  • The fine would be imposed as per following rates:
  1. Retention of Indian passport beyond 3 years - INR.10,000/-. 
  2. For each travel - INR.10,000/- subject to a maximum travel of 5.
  3. If the Indian passport is reissued (after obtaining foreign citizenship /passport), an additional fine of Rs.25000/- would be charged.

IMPORTANT: Under instructions of Government of India, the Embassy of India, Stockholm has established the Indian Community Welfare Fund (ICWF) to meet the contingency expenditure incurred by this Embassy for carrying out welfare activities for Overseas Indian Citizens who are in distress. Each individual requiring any kind of PASSPORT SERVICES has to pay additional amount of SEK 15:- for ICWF in addition to normal fees for such services. This comes with effect from 01/12/2011

The Embassy does not accept cash/cheque  at the Visa/Passport Counter. Applicants are requested to pay fee for the service requested through BANK-GIRO only and enclose a copy of the proof of payment along with the application documents.

1.The International Civil Aviation Organisation (ICAO) had set a deadline of the 24th November, 2015 for globally phasing out all non-Machine Readable Passports (MRPs).

2. All handwritten passports with pasted photos earlier issued by Government of India are considered non-MRP passports. All 20-year validity passports will also fall in this category.
